As your query is you want to take admission in Pondicherry Engineering College and you participated in the counselling process , where you now want to go for the special round of counselling , I would like to tell you that , in case of special round of counselling the fee won't be refunded to you whereas the cut amount will be submitted to you. 

Here by cut amount I mean that , at the time of counselling process to start you must have submitted the counselling fee , from that , the counselling charge will be cut including special round charge and thereafter , the fee will be submitted to you that would be left over.
