Yes you can definitely sit for JEE mains 2020 because you qualify the eligibility criteria OBC students which is 65% in 12th so yes you should definitely give it a try.

The eligibility criteria says that the candidates who have completed their 12th or are appearing in 2020 are eligible for JEE Mains 2020.
The candidates are given three consecutive years for JEE Mains,so you are eligible in that sense.

Yes you can appear in JEE main 3 times successive years.

But for getting a  seat in NITs IIITs gftis

You should belong to top 20 percentile of your respective board .

Please check this cutoff out of 500 scaled as you didn't get 75 percent in 12 th grade.
