Sorry but jee advance is valid for two consecutive years only so I am afraid to tell you that you cannot give Jee advance this year.

there is no news regarding jee mains cutoff from cbse ... but there is expected cutoff announced by repotated institutions around 80 to 90 .... and that's good news for your if you score is 103 then u will be eligible for jee advance ... good luck
