Dear student,

As you have secured 38000 rank in JEE mains from your OBC category then it is not possible for you to get a seat in any NITs.

Now as you belong from your home state Andhra Pradesh then still you cannot get NIT Andhra Pradesh in jossa all rounds counselling.

Also note that, there is no separate home state ranks in jee mains but you will get benefits and some relaxation in ranks if belong from your home state.
For example - if you want to pursue a branch in any NIT then getting that seat from your home state quota will be quite easy as getting a seat from other state quota.

Now as you belong from Andhra Pradesh then you have chances that you can get seat in NIT Andhra Pradesh in CSAB counselling. So, here your home state quota plays a role, because in CSAB counseling with 38000 OBC rank the chances of getting NIT Andhra Pradesh for other state students is very difficult but you can easily get from your home state quota.
Now in NIT Andhra Pradesh there is a chance that you can get chemical engineering, civil engineering, biotechnology, mechanical engineering, and, metallurgical and materials engineering branch in CSAB round 1 counselling.

Also chances of getting seats in other nits is negligible or precisely saying, then you have no chance to get seat in other lower nits also.
