Well with 130, from the careful analysis of many experts of various coaching institute, it appears you might qualify the cut-off and so their is a great chances of you qualify the JEE advanced exam.

But according to me, you should not worry much about the rank because you won't be getting any IIT. 

Yuor IIT rank has vertually almost zero improtance if you are not getting IIT.

This is coming from a person who himself had suffered this.
