As you have stated that you have got 16.5 marks  with the rank of 3754. As per my knowledge,  it's a good rank and yes with it you can get admission in engineering colleges in jammu and Kashmir.  You have chance to get good government college so I would suggest that you keep a track of counselling process and fill up your choices accordingly and get admission in a good college.  Wish you luck
