Local rank and category are for  your seat allotment in a college when other state students are competing with you  then you will have preference because you are a local student .

And  category reservation will be given according to your specific category.

It is difficult to predict as you did not provide your category. As of now considering as oc the last year cut offs are

Non farmer quota-general-742rank, women-627rank

Farmer quota-general-1401rank, women-1379rank

The above cut offs are of last year and are subject are change depending on difficulty of paper and number of students who attended the counselling.
