Sure you can do b.tech. Don't loose your hope. When everything seems to be shutting, there may be another path to excel.

You can either drop the year and prepare for another attempt of colleges/Universities of your choice. There are also many private colleges/Universities which provide great academic and placements and even provide schoolarship.

Your JEE rank is not that good, but with 83% in +2 seems enough to get into an engineering college. You can try directly to enginerring colleges through mgmnt quota.

Life is too long and you can achieve so many things. Don't give up and have confidence.If you don't want to drop for the Jee preparation you can take admission in any private colleges and if you want to drop then prepare for Jee and crack it with flying colors and grab a seat in the premier institute of India.
