Sure you can do b.tech. Don't loose your hope. When everything seems to be shutting, there may be another path to excel.

You can either drop the year and prepare for another attempt of colleges/Universities of your choice. There are also many private colleges/Universities which provide great academic and placements and even provide schoolarship.

Your JEE rank is not that good, but with 83% in +2 seems enough to get into an engineering college. You can try directly to enginerring colleges through mgmnt quota.
