As per your question, at 21k rank in your AP EAMCET as per SC category you may get good colleges as per last year cutoff in SC category. You may get colleges like :-

1)  Andhra university

2) CMR College of Pharmacy

3) Raghavendra Institute of Pharmaceutical Education & Research

4) Siddhartha Institute of Pharmacy

These are fewer colleges where you can apply for. But as far as I am concerned and as per my opinion you should go with Andhra university to have you degree there.
