Last year the cut off rank for All India Quota seats under OBC category was 15024. So based on this it is quite difficult for you to get a seat under All India Quota.

For getting a government college seat through state quota, you need that state's domicile. Since you belong from Rajasthan, you cannot get Gujarat or Uttarakhand's domicile. So it is not possible for you to get a government medical seat in these two states.

Last year, the cut off rank for government colleges under OBC category through Rajasthan State Quota was 22129. At this rank, payment seats of government medical colleges are available. So based on this, you may have little chances of getting a payment seat in the government colleges through Rajasthan State Counseling.
