Or else You can apply to HBTU with this rank, if it is taking admissions through NIMCET.(I guess yes)

You should wait for the other rounds. If you are not confident about it, you may take admission in one of the private colleges but with your rank, it is possible for you to get admission in a governmentr college as well, specially because you belong to a quota and you can get reserved seats. But I can't tell you what to do, that is your decision but waitig should be the right option.
