Since it is not clearly mentioned, there can be two possible scenarios for you:-
1) You are from SC Category and your SC Category rank is 28500:- In this case, you won't get any NIT or GFTI. Since your rank is very high.
2) You are from SC Category and your CRL Rank is 28500:- In this case, your SC Category rank would be around 650-700.
    With this rank, you can easily get top branches in top NITs. For example:-

• NIT Trichy:- EE, ECE, Mechanical
• NIT Warangal:- ECE
  
• NIT Surathkal:- ECE
• MNNIT Allahabad:- CSE
  
• NIT Rourkela:-CSE
