Hello, Getting CSE in good colleges at this rank is not possible. You can get CSE in some of the colleges like Bapuji Institute of Engineering & Technology, Davangere, Jain College of Engineering, Belgaum. You can also get civil engineering in colleges like SDM College of Engineering & Technology, Dharwad, Sir. M. Visvesvaraya Institute of Technology, Bangalore. Although the decision of the branch depends on you. If you are interested in coding and stuff then you should choose CSE.
