As you have mentioned that your neet score is 369 marks which indeed are too less to get any government medical college for MBBS. You haven't mentioned your category. Nevertheless, if you want to apply under 15% All India Quota then you won't be able to get a government seat for any courses in Bengaluru, Gujarat, telangana or AP. But if you the state domicile of any of these states then you can apply under 85% state quota and get a government medical college or BHMS or veterinary courses.  So, applying under state quota would be a better option with 369 marks for you to get a seat.
Else it would be very difficult for you.. Still you have decent chances to get a seat in government medical colleges.
