This is because,
To be eligible for neet, you need to pass 12th board examination with physics, chemistry ,biology/biotechnology and English and must have got:-
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to Obc / Sc /st category
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
Now,
Considering your category as obc
Your aggregate marks in Physics, Chemistry and Biology/Biotechnology is
= 38 + 38 + 55
= 131 marks
=( 131/ 300 x 100 )%
= 43 % i. e more than 40% so you are definitely eligible for neet examination .
Also,

Lower age limit:- to be eligible for neet one has to be at least 17 years old or more by 31st December in the year of appearing for the examination .
Upper age limit :-No upper age limit is there
-----------) There's no attempt limit for neet.
