There are possible chances of getting a government college for your mark . However , it should be noted that the minimum mark last year was about 430. Therefore the chances depend on performance of other students from your state.

Please let us know, so that we can get a better idea.
However, 388 score might be a little less for a good government college in any state through state quota.
You may try for private colleges however.
