Hope you are doing well. It is difficult for you to get government seat for mbbs in 425 marks in all India quota as well as in 85% state quota in state. For getting government mbbs seat you need to score around 570 in state quota and 600+ in all India quota for obc category. This cutoff marks is in accordance with the last year cutoff. As you know the number of students appeared in the exam is high so the cutoff for state is going to remain high for mbbs seat.
Since you didn't mention the name of your state therefore it is difficult to predict college for you.
Although getting government seat for mbbs depends upon various factors like number of students appeared in the exam, category, region, state, state rank, AIQ rank,etc.

For qualifying in NEET, students must have to score minimum of 50 percentile for UR and 40 percentile for SC/ST/OBC category. And to get admission in the Good Private Medical college you must score at least 350 marks in NEET UG.

It's quite difficult to predict that whether you will get  seat or not as  cut off marks for medical colleges keeps changing every year  depending upon various factors like  number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.

But when we go through previous data then it suggests that with 425 marks , you may not get a seat in Government Medical College but yes you have chances for Government quota seats in following private medical college under Gujarat state quota.
