As per my knowledge you can get a seat in telengana but maybe not in any government institue of Telengana.

In private institutes and semi-government  colleges maybe you can get a seat. Just wait for the cutoff 2020 and the nselect your college of choice.

You can compare you scores with the last year cutoffs so as to predict some of the colleges :
