40% marks are required in the class 12 qualifying exam for the SC/ST/OBC category. You have got 49%, so you are eligible for the NEET on this criterion.

Dear Jain, for a General Category Candidate the minimum aggregate in Physics, Chemistry and Biology should be 50%. It is 45% for PWD and 40% for SC,ST,OBC. Your aggregate is more than 40% and because you belong to OBC, you are eligible to apply for NEET.
