If you don't have a domicile of a particular state, you can still take part in the counselling for the private colleges of that state.So you can participate kea mop up round.You will have to register on the state government website and then you can take part till the mop up round.
But remember that, you can't apply for government colleges.

Well you have scored quite good marks in a exam like NEET,where aspirants fail to clear the exam.Based upon the marks that you have scored you have chances of admission in the government colleges and also private colleges.Since you are from Jharkhand you have better chances for the government colleges and private colleges there,on the basis of 85% State Quota.You also have chances of allotment on the basis of KEA counselling.
