Even though you have got good marks, The chances would be less in mop up round.As far as state is concerned you should apply where cut off goes low or seats are more to have a good chance.Some state where you can apply are Uttar Pradesh, Maharashtra, Karnataka,and  north eastern state as cut off goes low there.
