With such good rank I am sure you'll be able to get VIT vellore, the main campus the cut offs of branches changes every year as the cut offs may depends upon various factors like number of applicants fill the form, number of applicants finally appeared in the exam, number of questions asked in the exam, difficulty level of the exam, performance of the candidate, previous year's cut offs trends but if you look at the cut offs for from past 2-3 years they were less than 10k the cut off for cse in 2017 was around 7k though this years's cut offs aren't out yet but I think you and as the viteee college predictors predicts that you might get ECE,CSE in vellore czmpus and if you're able the get CSE i think you can get any branch you want.

You got a bit wel marks bu you canvget admission for CSE and IT with these marks and you can get ECE,EEE, Mech,Civil in the both colleges i.e chennai and vellore.

No there no other way for attending councelling you need go to the allocated place only
