First of all congrats for getting good rank and based on your information as you belongs to obc category as per reservation you get 35 % from the government like scholarship and rest you need to pay and you will not get completely free seat but you get scholarship and very less account you need to pay and this depends on college for example if your college fee is 50000 then you get 35000 from government and rest 15000 you need to pay and for more information about colleges go to below link
