First for getting admission in NITs/IIITs/IITs and GFTIs you need to satisfy some eligibility criteria as per follow:

• Candidates must have secured at least minimum 75% marks in class 12 or equivalent exam or he/she must have secured top 20 percentile in thier respective boards.
• Candidates who belong to SC/ST must have secured at least 65% marks in their class 12 exam.

So if you don't satisfy this criteria you won't be able to get admitted in one of these institutes under JEE.

At your rank, it would be impossible for you to get admission in any of the government colleges if you're from the general category. I would suggest you to start looking for other options. To be eligible for admission through JOSAA, your board percentage should be either 75% or you should be in top 20 percentile of your board.
