I hope you are doing good. Now Coming to your query, yes Ravi you can attend 2nd counseling directly without participating in the 1st round. The counseling procedure is the same as the first round you have to do your Registration, Document verification, choice filling, fee payment, etc. But the loss you will face is that even though you got the good rank because you didn't participate in 1st round some good college seats may be given to the student with more rank number than you so you may miss that seat.
