I'm assuming that you're talking about assam cee entrance exam which is required to get into government colleges for undergraduate courses.

I'm sorry to tell you that the minimum cutoff marks that which will make you eligible to get into the counselling for your category is in between 70 to 77.

As you didn't get the required amount of marks that are neccessary for the eligibility of you into counselling, you're not eligible for the counseling.
