7 percentile is much low score as compared to others .So by less percentile you will not qualify for JEE mains and if you not qualify mains then you will not get admisssions in NIT .I think you should go for April Attempt . Work Hard till april ,score above 85 percentile and then their is chances for getting admissions in NIT .
If you dont want admissions in NIT's then you can apply for some private university exams like SRM,VIT, Symbiosis University and clear the cutt off then you will get admissions in that college.
But for NIT's you have to work hard and clear JEE mains 2019 and atleast score 85 percentile.

Please remember that you have one more chance to upgrade your performance in the 2nd exam. With 7 percentile I think it will be very hard to expect any government college, but yes you can hope for some private colleges. Final confirmation is possible only after the second exam as best of two will be considered for the final rank. So, my advice will be to focus more to increase your marks than worrying about the college as you have one more chance to rectify you mistakes.
