You can clear JEE Advance. As according to TimesNowNews the minimum percentile needed is 70 , which you already have.
But I would still recommend you to give the April exam, so that your percentile may increase as their is no harm in giving the paper again.

We can't say that you are qualified or not because NTA has not released any Cutt off marks or rank list to say that you are qualified or not .NTA will display this list after the second attempt in april.
According to me you should try for 2nd Attemp of JEE which is going to held in April because you got 70 percentile and I thought it is very less as compared to others.
Our Team predicted that the qualify cutt off would be above 85 percentile .But it just a prediction .
There is a pedicted formula from our team to predict rank
Total No of students = 874469
Formula
Probable Rank= ( 100 - NTA percentile ) x 874469 / 100
So your predicted rank = 262340 approx
So I think you should give april attempt or you can wait for NTA final merit and Cutt off List.
