I got 70 percentile in jee mains And my category rank is 23000 I am opting mechanical branch can I get any nits

Sorry to inform you that its really hard for you to get into any national institute of technology with mechanical branch due to low rank .
Even though you can take chance in mostly nort east nits like nit shillong or nit aizwal might you get seat in these national institutes .

If you are really desperate to pursue mechanical engineering then you can apply for any reputed private institutes or else you can get a year drop and work hard to acheive a great score in next year exam to get  your desired branch as per my concern you should give a year to your carrer and work harder to pursue mechanical engineering in indias best national institutes .
