If you have a valid rank in Joint entrance examination ( Main), then you can definitely appear for the CSAB special round counseling for admission in NITs or IIITs.

And if you have a good rank then you can definitely get your desired NIT or IIIT.

A minimum of 45% aggregate is important for general/ OBC candidate

And it is 40% aggregate for SC/ST.
