Only those candidates can apply for josaa couseling who qualify jee mains ; but 78 percentile is not within the qualifying percentile.

So you are not eligible for josaa counseling but you may be eligible for csab ( spot rounds ) ; futher information and eligiblity criteria will be soon uploaded on csab site.

I'm sorry to inform you that the people who qualify Jee mains are eligible for sitting In Josaa counselling.
This year cut off percentile of general candidate was 89.75 .and you have got 78 percentile,clearly you didn't clear the cut off and hence you aren't eligible for sitting in josaa counselling.

Given your percentile in JEE Main 2019, I assume that your mark range will lie between 48 to 57. As you belong to general category, the cutoff for that category last year was 74. This year it may vary by a small amount only. As your mark range is far from cutoff, I think you will not be able to apply for Josaa counselling. Anyway, try your luck!
