Dear Student,
Having 83% in your class 12th and being from General Category I find it almost impossible for you to get admissions in the University of Delhi for pursuing your B.com hons. if you wish to as the demand for courses like B.com and B.com hons is quite high and usually doesn't falls below 90% for general category but you can try your luck by applying before 7th of June online, you might be able to secure a seat in some South Campus College. I might suggest you to join any reputed Private College instead for pursuing B.com hons like Amity International University or Galgotias University, etc.
