Without clearing JEE ADV it is not possible to have a seat on IIT. But you can easily get a lower end NIT or GFITs.

As you mentioned your percentile that is 84 and even if i consider the fact that you are from obc Category still it is not possible for you to get computer science in any of iiits. Your rank would be somewhat close to 1.45L.Better try any private colleges.
