No you will not get any NIT at this rank as far as I am concerned. Even IIITs seem very difficult at this point. There are some north eastern GFTIs such as Assam University and Tezpur University so maybe you might have a chance there but who knows!

Fill up all the north-eastern institutes as they are your only hope.
