See for doing engineering in the govt college u should be going for state college or u can apply for private college like LPU , MANIPAL , KIIT , VIT , etc for pursuing ur higher studies in the field of ur interest under the btech courses as they might provide u a seat. With only the 12th marks u can only apply for the DELHI UNIVERSITY. I m providing u a link for ur help.
