Hello,
The admissions to B. Tech courses in most government colleges is based on marks secured in JEE Mains or the entrance exams conducted by various states and universities such as:

EAMCET
UPSEE
VITEEE
SRMJEE
BITSAT

You need to appear for these exams and your score will determine the college you can get.
However there are colleges which offer admissions to B.Tech course based on class XII marks. Some of these universities are

REAP Counselling (colleges in Rajasthan)
TNEA Counselling (Tamil Nadu)
MP B.Tech Admissions
Punjab B.Tech Admissions
