Hello,
Your percentile in JEE main is very good enough to get an admission in any NIT you want.
You can apply for any NIT located in India.
It won't be any problem for you to take an admission.
For betterment, you can get an admission in NIT present in your state for which you can get home state quota and get an admission smoothly.
Still your chances are high enough for any NIT.

My crl rank is 21654 Rank is not goodCan I get Cs branch in nit

Okay then getting nit or IIIT will be difficult but you can get an admission in GFIT with CS branch.
Percentile was good so I thought you can get along with any reservations. As you said about CRL then that would be difficult. Any way go for government colleges at your state.
And Don't say that your rank is not good. There are many candidates who have ranks in lakhs n crores.
And many fail too. You have good enough rank that makes you eligible to take n admission and be happy for that.
