9000 is a pretty descent score but unfortunately you will not be able to secure a seat in a government college for CSE or IT branch, because all the government colleges demand for a lesser rank.

but you have many other private colleges in which you can get a seat in CSE  or IT branch . such as:

1.KIET group of institutions , ghaziabad ( cs cutoff 9775)

2.galgotias college of engineering and technology , great noida ( cs cutoff 10155)

3.university of lucknow, lucknow (cs cutoff  11995)

4.ajay kumar garg engineering college,ghaziabad (IT)

5.galgotias college of engineering and technology and technology, great noida (IT)
