As your query is you have been alloted a seat in 2nd round of counselling and freeze that seat eventually too.

I would like to tell you according to the set and norms of counseling procedure all over would wide , once you freeze a seat in during counselling process you have confirmed the seat for the alloted seat to you. 

And with this , you are not applicable anyway anymore to go for further any other round of counselling.

That simply means you have no option left with you but you have to join only the alloted college to you via counselling process.
