Regarding your possibilities for CSE  and IT ,The top colleges do not prefer this rank for CSE department , but if the seats are free you have a chance for getting a seat in one of the top 20 colleges.Other wise most of the other colleges seems to welcome the rank you have scored for CSE or IT.

The actual problem of not getting seats is only because of the demand in this stream of engineering.Anyways ,I wish you get the seats easily.Also,visit the college predictor link below to get a better idea about the  colleges that might accomodate you.

With the rank of 21879 in COMEDK 2019 you will not be able to get top or good college as the admission in karnataka takes place through KCET and COMEDK. If you really want a seat in karnataka top colleges irrespective to the branch with management quota by paying atleast 5-6 lakhs then you must wait till the final round of councelling gets over. You can get seat in top colleges with management quota like:

• MSRIT
  
• R. V
• PESIT
• BMSCE
• DSIT
• CMRIT

For these you have to wait till the final round gets over.
