Dear Chandru, the rule is that you should have completed your 10+2 atleast by the time of admissionin Medical/Dental/Ayush college. So even if you have failed initially but cleared your exam and scored the required aggregate against your category, then you are eligible for NEET. For General Category, you should score 50%, for SC,ST,OBC it is 40%  and for PWD it is 45%. You should have scored this aggregate in Physics, Chemistry and Biology alone.

Yes you are eligible subjected that you have also passed other eligibility criteria of 50% PCB Marks and age >17.
