With your above mentioned rank it'll be quite tough to get CSE in top colleges in UPTU but you may get non-core branches like Mechanical, Civil Engineering in top colleges.

I'll suggest you to wait till the final rounds of counselling as it may fetch you a seat in CSE branch in one of the top colleges through UPTU.
