Have you reported in College after the seat allotment in 1st counseling?
If you have reported and if you have seat allotment receipt with you then you are eligible to get readmitted in that College.

If you haven't reported then you have lost your seat.
If you aren't Happy with 2nd phase alloted college either go with 3rd counseling or join the college of 2nd phase.
.
If you are going with 3rd phase then see that you won't be disappoint if you get low rates college.Because that's the last phase and ther is no option again to go back to previous College.
