If you do t want to join that college which you were allotted in round one, it's ok and it's completely your choice.
But as of now you have not been allotted any college in round two and as you didn't reported in the college you were allotted earlier in person that means you must not have applied for upgradation.
Hence you are left with no option here.
You have to report their.
