Hello Sampathi,it depends on state to state.You have to visit the state from which you have passed class 12 board exams and you to have check if the state take candidates through JEE Mains or its conducting body.So,cutting to the chase,you have to check the eligibilty criteria of each and every college of your home state.

According to last year cutoff you dont have much chance to get into any government college if even you get,  you won't get a good college like nit manipur sort of college,  it is not that good. I would say to apply state counselling and other private colleges.

With this huge rank in JEE main it would be impossible for you to get a seat in any government colleges for engineering like NITs IIITs and GFTIs. Also you cannot get any state funded engineering Colleges. So please go for some good private engineering colleges in India like Sharda Amity SRM etc. Here's a list of some of the best.
