First please write the name of counselling process.

Since mostly people ask question regarding JOSAA or JAC, so I am writting this answer generalising about not reporting on getting seat.

If you donot report you loose the seat which was alloted to you are removed from the counselling process. In such a case you can only wait for the spot round if it is there. Else you have to look for somewhere else to get a seat.
