According to the category rank you have mentioned in the question you cannot get any of the NITs or good GFTIs as per previous year's cut-offs but I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks. In your case if you are going to appear for UPSEE the try to secure your rank under 1000 for top colleges like :-

• KNIT Sultanpur
• Bundelkhand Institute of Technology
• AKTU
• Integral University Lucknow

Note that the cut-offs are bound to change every year depending upon various factors.
