It is highly unlikely that your first transaction was failed. According to the website, the application fees is non- refundable but you can still contact the CLAT helpdesk and I am sure they'll be able to give you the correct information. You can wait for a couple of working days to get it refunded or you can mail tha admission authorities and let them know about it so they can help you in this regard.

Usually the fees get refunded in 2-3 working days but if you want you can mail or call them about it.
