GATE 2019 is organised by the governing body of IIT Madras. According to the official sources, the application fee is NEITHER refundable NOR transferable. Once submitted, the candidate cannot cancel his/her application.

In case, the fee amount has been deducted from your bank account, but GOAPS did not receive the information due to communication failure or any other abnormalities, then the money will be automatically credited back to your account. However, this may take a week or more, after the closure of the application process. For further information, you can check out the link below-

how do you deduct twice?

but if they deduct your application fees twicw then they must refund your fees. you have to wait or complain for this issue. i am not sure about refunf but you have to mail and complain against this issue.
