As far as I know, they havent specified it in the list of documents required for verification in JoSAA. Please check the list here . However, you could alsways submit the one from your digilocker and then try to get it from the previous college. It is your certificate. The college has no business keeping it if you need it. They will have to give it to you in case you require it and this is as per the rules.
